Black Bean Chili With Spicy Seasoning

3 cups black beans
8 cups water
1 ounce jalapeno pepper - canned
1 1/2 tablespoons fresh ginger root
1 bay leaf
1 cup fresh cilantro
1 teaspoon cumin seeds
2 tablespoons chili powder
1/2 tablespoon oregano
1/2 cup tomatoes - sun dried
16 ounces tomato canned - peeled
1/3 cup bulgur - dry
2 teaspoons extra virgin olive oil
1/2 teaspoon fennel seed
1/2 teaspoon mustard seeds
